Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

“Successor to mp3”; MusicDNA founder interviewed

At the end of January, Bach Technology announced their new music file format, MusicDNA, which was developed as an intended replacement for the mp3 format, which has been the dominant format in music since its inception. MusicDNA uses similar compression methods to mp3, but then also adds an xml file which defines other content that can be included. Wikinews reporter Tristan Thomas caught up with Bach Technology CEO Stefan Kohlmeyer to find out more.

((Wikinews)) Thank you for agreeing to answer our questions.

((WN)) Can you briefly explain what MusicDNA is?

((Stefan Kohlmeyer)) We believe that MusicDNA is the successor to the MP3, the MusicDNA media extension enables music fans to access from one application the wide range of music-related content they want alongside the music itself – from lyrics, artwork and tour dates to blog posts, videos and twitter feeds.

In addition to all this extra content, MusicDNA files are also intelligent, and include extensive audio analysis information for each single track. This means that search and recommendation tools or automatic playlist generators will be much more sophisticated and provide much better results.

((WN)) How long has it been in development and what role has Karlheinz Brandenburg, the man credited with inventing mp3, played in that?

((SK)) In essence MusicDNA in its current context has been in development since the start of the company in 2007. Bach has an important strategic partnership with Fraunhofer IDMT with its CEO Karlheinz Brandenburg who is an important person for us in all research projects and visionary discussions about the development of the music market.

((WN)) Is this just going to be another consumer hurting format war with iTunes LP? What makes MusicDNA better than iTunes LP?

((SK)) Unlike iTunes LP, MusicDNA files have been built on open standards and are completely platform agnostic, which means that, unlike iTunes LP, you’re not tied to one device or media player. So it’s about the opposite of format wars really.

Whilst LP goes some way to adding value to digital music, it is still essentially a static file with some extra content bolted on. MusicDNA not only gives back all the things we lost when we switched to digital formats, lyrics, liner notes, artwork, but crucially it goes beyond that allowing fans to access everything from Twitter feeds and videos through to concert tickets, this will all dynamically update whenever you’re online, so music fans always have the latest information to hand.

Importantly with MusicDNA you can customise single tracks, you’re not restricted to purchasing complete albums as you are with LP.

And because all the additional rich media is integrated into the file (unlike iTunes LP), that content can be easily transferred from one device to another.

Mark Mulligan, vice president and research director of industry analysts Forrester Research recently put it well to the UK’s Telegraph newspaper “innovations like the iTunes LP need to go further. People should pay just once to get everything that artist does over the next year in one file that is regularly updated.”

((WN)) Is this really what listeners want-more clutter to distract from the music itself? What’s wrong with mp3?

We developed MusicDNA based on how people interact with their favourite music and musicians today.

((SK)) A lot of people, especially those who grew up buying music on vinyl and CD, miss the packaging, the liner notes, all the things that went hand in hand with albums, so for them that ‘clutter’ is an important part of the experience. We developed MusicDNA based on how people interact with their favourite music and musicians today, so we’re just following the public’s lead in many ways. MusicDNA enables fans to stay constantly connected with the worlds of their favourite artists in a really convenient way. Importantly, MusicDNA files can be customised so that they contain as little or much extra content as the listener wants.

You have to remember the MP3 was developed over twenty years ago, think of how much has changed in that time. It has had a profound effect on the music industry, but beyond portability it doesn’t actually add anything to the experience, the opposite in fact.

((WN)) Will MusicDNA be any less susceptible to piracy than other formats?

((SK)) As only paid for files will dynamically update MusicDNA should be an incentive for people to purchase legitimate files rather than downloading them from p2p networks.

Over the last decade a lot of effort has gone into trying to stop piracy through sanctions and enforcement, and, well, the results speak for themselves. We believe in a carrot approach, giving the public what they actually want and a great incentive to go the legit route.

((WN)) Many people argue that music is moving away from being owned and more towards models like Spotify; free, streamed music. Is MusicDNA not too late to the party if this is so?

((SK)) Like many in the industry Bach are of the view that there is no one silver bullet to suit all types of consumer, rather a variety of services will serve different fans with different needs.

There are many occasions when a download is preferable to a stream, and MusicDNA files have the advantage of customised, at your fingertips, rich media available on- and offline. And that is before considering the impact of streaming on growing bandwidth and energy requirements.

((WN)) So when will we start to see MusicDNA and where?

((SK)) Rollout will be staggered over 2010, with the first beta versions available around Easter and the full commercial rollout expected over summer.

((WN)) And finally, your favourite artist at the moment to be released on MusicDNA this year?

((SK)) It’s too early to say, but we’re in talks with some very exciting artists. I would love to see all my old heroes on MusicDNA, starting with Led Zeppelin and The Clash.

United States: Berkeley, California declares itself a sanctuary city for recreational cannabis

On Tuesday, the city council of Berkeley, California adopted by unanimous vote a resolution declaring their city a “sanctuary” for adult recreational cannabis use and sale. The resolution by the Berkeley council “declared [the City of Berkeley] to be a sanctuary for recreational cannabis customers, providers, and landlords.”

The resolution bars city employees including police from assisting federal law enforcement officials, namely the U.S. Drug Enforcement Administration, in enforcing federal laws relating to cannabis. The city’s measure includes protection for cannabis, but not other substances controlled and regulated by the federal government. California voters approved a referendum in 2016 that legalized cannabis production and sale in the state. That law took effect on January 1 this year.

The resolution was drafted by Mayor Jesse Arreguin and Councilmembers Ben Bartlett and Cheryl Davila.

While cannabis became legal for adults at least 21 years old under California state law, it remains a prohibited substance under the federal Controlled Substances Act. Under the U.S. Constitution, federal law is given supremacy to contradictory state and local law.

In 2008, the city previously declared itself a sanctuary city for medical cannabis, opposing federal officials seeking to shutter legal-in-California cannabis dispensaries.

In a tweet following the vote, the Berkeley mayor wrote, “In light of threats by Attorney General [Jeff] Sessions regarding a misguided crackdown on our democratic decision to legalize recreational cannabis, we have become what may be the first city in the country to declare ourselves a sanctuary city for cannabis.” The attorney general is the top federal law enforcement official in the U.S.

Last month, Sessions repealed a policy from the previous presidential administration providing legal shelter to states that legalized recreational cannabis. A January 4 memo from Sessions called for Justice Department prosecutors to enforce the federal ban on cannabis use and sale.

By another vote during the same meeting the city council reduced the sales tax on cannabis from 10 percent to 5 percent in a bid to draw more business.

Chad court sentences six French aid workers to eight years of hard labour

A Chadian court today sentenced six French aid workers to eight years of hard labour for their role in a plot to kidnap 103 African children and fly them to France. The four men and two women have been in custody since October 25. They were also ordered to pay damages for each of the 103 children totaling the equivalent of US$9 million.

Two others, a Chadian and a Sudenese national, were each sentenced to four years, while two other Chadians were found not guilty.

The six French aid workers just sentenced belong to Zoe’s Ark, a French charity, which had arranged for 103 children to be flown out of Chad, in what the charity described as an attempt to rescue them from the humanitarian crisis created as a result of the neighbouring Darfur conflict. However, on Wednesday a Chadian court found the six aid workers guilty of attempting to kidnap the children. The United Nations High Commissioner for Refugees had earlier revealed that many of the children involved were not orphans.

On November 4, seven associates of the aid workers were set free, having been exonerated of any wrongdoing in the affair.

Due to a 1976 agreement between France and Chad regarding judicial affairs, France has indicated it will press for the transfer of its nationals back to France to serve out their time in a French prison. “France, after obtaining the agreement of the members of Zoe’s Ark, and examining the implementation of the judicial co-operation accord between France and Chad, in particular article 29, will ask the Chadian authorities for the transfer of the prisoners to France,” said Pascale Andreani, spokesperson for the French foreign ministry.

Controversial Queensland Premier of 19 years dies at 94

Saturday, April 23, 2005Queensland Australia’s Sir Joh Bjelke Petersen, a controversial figure who served as the State’s Premier for 19 years and reigned over the government that later became the subject of the Fitzgerald Inquiry, has died in hospital at Kingaroy, aged 94.

“By any measurement, Sir Joh was an exceptional state builder who will be remembered for consistently placing Queensland first,” said the Australian Governor General, Major General Jeffery, in a statement.

Australian Prime Minister, John Howard: “He was certainly a strong political figure and I extend my condolences to his wife and his family.”

But not all voices were sympathetic, prominent Queensland Aboriginal activist Sam Watson for example: “Aboriginal people will always remember him as a racist, a thug and a dictator.”

Having suffered severe ill-health for some weeks, and declining health for years, Sir Joh passed away at around 6pm AEST. He was surrounded by his family, who had been summoned yesterday by Lady Flo, his wife and one-time Senator, for final goodbyes.

Phrases such as “Don’t you worry about that” and “Goodness gracious me” were like trademarks to the maverick leader.

Known simply as ‘Joh’ to many, he would famously describe press conferences as ‘feeding the chooks’. Today Kingaroy locals taunted waiting press with cries from “You’re chooks, you’re chooks, ha ha” to “Go home, ya vultures”, and some obscenities, reported the Courier-Mail of Brisbane.

His fall from power at the end of the 80s was surrounded in controversy, with the state embroiled in corruption findings going to the level of his deputies, and Bjelke Petersen’s claims of ignorance coming under challenge with charges of perjury. The case was never heard due to a controversial hung jury: the foreman of the jury, Luke Shaw, had been an office-bearer of the Young Nationals — an arm of Bjelke Petersen’s National Party — as well as a member of a group calling themselves ‘Friends of Joh’.

Having had his start in life as a peanut farmer in remote Kingaroy, the former Premier was fit up until the very end, but palsy was paralyzing his muscles and organs, to which he eventually succumbed.

“Throughout his life Sir Joh combined enormous energy, vision and an immense capacity for hard work, most especially during his 19-year term as Premier of Queensland,” the Governor General said.

“What looked to us to be huge risks at the time turned out to be nation building,” said Bob Katter, a former minister of Joh’s Government, who credited Sir Joh with starting the Queensland coal, aluminum and tourism industries.

He is also remembered for dismantling many of the State’s unions, and for a somewhat totalitarian and heavy handed style of keeping control.

Under Joh, street protests were banned and Special Branch monitored extensively those the authoritarian leader saw as subversives, measures prompting Queenslander, Australian Civil Liberties Council, Terry O’Gorman, to comment Sir Joh was “the most appalling premier Queensland has ever had in terms of civil liberties and human rights”.

Joh was also influential in the famous case of the Dismissal by the Governor General of then-Prime Minister Gough Whitlam, in 1975.

In his last years as Premier, he had taken his cause to the nation’s capital, with the “Joh for PM” campaign. But this distraction has been credited with the downfall of his government, with corruption investigations at last being conducted by his stand-in, Bill Gunn.

The body of Sir Joh, who was of Lutheran faith, is to be buried at Bethany, the family property near Kingaroy.

IRA disbands military structure

The Independent Monitoring Commission has reported that the Provisional Irish Republican Army has undergone major changes within their military structure and shows that the IRA Army Council wants to put its military campaign behind it. The Commission consists of John Alderdice, a former Alliance Party leader; Joe Brosnan, former Secretary General of the Department of Justice, Republic of Ireland; John Grieve, former Deputy Assistant Commissioner of the Metropolitan Police and former head of the Metropolitan Police Anti-Terror Branch; and Dick Kerr, former Deputy Director of Central Intelligence Agency.

The report states the IRA no longer has the capacity to mount a military campaign anymore or return to one. The units that have been shut down were responsible for weapons-making, arms smuggling and training. The IRA decommissioned their arms last year.

The report also mentions that the IRA has also put its criminality beyond use and is “clamping down” on criminals within the organization, said Lord Alderdice, as he presented the report. He also added, “That doesn’t mean that criminal activity by all members has stopped but the leadership has made public statements and internal directions, investigated incidents of breach of the policy, even expelled some members and has emphasised the importance of ensuring that business affairs are conducted in a legitimate way.”

Finally, the report added that there is not enough evidence or intelligence to identify who killed Denis Donaldson, a British spy who infiltrated the IRA and Sinn Fein, before revealing his status as a spy.

However, the report added that splinter groups like the Real IRA (RIRA) and Continuity IRA (CIRA) are still threats and are still continuing their activity. The Real IRA was the group behind the deadly 1998 Omagh bombing. The Irish National Liberation Army (INLA) “was not capable of undertaking a sustained campaign [against the British State], nor does it aspire to” according to the report.

It is also noted the creation of two new organizations, Oglaigh na hEireann (Irish Gaelic for “Volunteers of Ireland” and is used by the Irish Defence Forces and the various IRAs.) and the Republican Defence Army. However, the groups are small dissident factions according to the report.

The report also added that the two loyalist paramilitaries, the Ulster Defence Association (UDA) and the Ulster Volunteer Force (UVF) are also beginning to move from violence but at slower pace and not at a grassroots level like the IRA. Another loyalist paramilitary, the Loyalist Volunteer Force

The report was received warmly by Irish Toaiseach Bertie Ahern and British Prime Minister Tony Blair. Ahern, said “These positive and clear-cut findings are of the utmost importance and significance. It is time to make decisions and for Northern Ireland to look to the future.”

“The IRA has done what we asked it to do, and while issues like policing remain to be solved, the door is now open to a final settlement, which is why the talks next week in Scotland are going to be so important.” said Tony Blair in a live statement.

In a surprising reaction, the notoriously hardline leader of the Democratic Unionist Party, Ian Paisley, also welcomed the report. He believes that his party’s pressure is working and if Sinn Fein signs up to policing there could be a deal. Paisley said, “If the police question is settled absolutely on a democratic basis and principle we would have come a long way along the road.”

Sinn Fein leader Gerry Adams said “The DUP don’t have anything other than very limited options. They will or will not participate in power-sharing arrangements. If they don’t participate they are condemning people here, but particularly their own constituents, to second class public services, run by second class fly-in, fly-out British ministers. All the DUP can do is to delay, is to attempt to slow down, but they can’t stop the process of changing.”

Wikinews interviews Joe Schriner, Independent U.S. presidential candidate

Journalist, counselor, painter, and US 2012 Presidential candidate Joe Schriner of Cleveland, Ohio took some time to discuss his campaign with Wikinews in an interview.

Schriner previously ran for president in 2000, 2004, and 2008, but failed to gain much traction in the races. He announced his candidacy for the 2012 race immediately following the 2008 election. Schriner refers to himself as the “Average Joe” candidate, and advocates a pro-life and pro-environmentalist platform. He has been the subject of numerous newspaper articles, and has published public policy papers exploring solutions to American issues.
