Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. We have to see if there was any incendiary substance there. These matters seem to be mysterious.”

Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

Sony refreshes VAIO brand for business and entertainment

From the middle of July, Sony Corporation refreshed their senior laptop brand VAIO from “Video Audio Integrated Operation” to “Visual Audio Intelligent Organizer”. According to Sony Taiwan Limited, this refreshment is an attempt to relocate the laptop consuming market for business and entertainment factors.

In the “VAIO Experience 2008” press conference in Europe, Sony promoted their new product series for different populations including BZ for business, FW for home entertainment, Z for ultra-slim, and SR for complex applications.

Different with past series, Sony added “Clear Bright” screening technology for high-definition display, and “full-carbon production” features. BD-burning and Intel Centrino 2 processing technologies will be featured in all the new models. For security issue, Sony also embedded fingerprint system to prevent personal data to be stolen. Continued from TZ series, innovative designs including “Green Power Button”, “Situational Switch” are also added in newly-launched series.

Given this pedestrian fact, it is somewhat surprising that they have been the objects of attraction since the dawn of civilization. The Greeks in particular produced numerous statues and paintings prominently featuring the buttocks as the aesthetic of the art. They even had a word to describe the perfect buttocks: callipygian, which came from the Greek words for beautiful and rump. As you know, this positive view carries on today although the size of the rump is a question for many.

There are a variety of reasons to consider liposuction on the buttocks. Some people wish for a reduction in size and shape of their buttocks, as they feel the area is too large. Others want more sculpted buttocks to show off, either in pants, dresses, bathing suits or in the buff. Another problem area on the buttocks is the banana-shaped bulge, located just below the buttocks above where the hip meets the buttock area. This bulge can also be removed with liposuction procedures. Doctors will use a small cannula when working on the area, as larger tubing can cause ripples and bumps in the buttocks. Obviously, you do not want people to have the words ripples or bumps come to mind when looking at you. A third area people look to address is the crease in the horizontal plain of the buttocks to create a more defined look. Unfortunately, this is not possible with plastic surgery as the bone, nerves and muscles prevent shaping. Those attempting to undertake the procedure risk reoccurring pain and nerve damage.

2008 AutoTronics Taipei: Participants from IT industry to participate COMPUTEX uncertainly

Since the AutoTronics Taipei was held from 2006, companies from electronic and automobile-related industries steadily made their stages and a good complementary in this trade show.

Before the first holding in 2006, because of the establishment of Car Electronics Pavilion in 2005 TAITRONICS Autumn (Taipei International Electronic Autumn Show), it (the pavilion) ever became a hot topic in these 2 industries. And eventually, Yulon Group recruited their sub-companies grouping their own pavilion to showcase automobile parts, accessories, and applications.

Currently, automobile navigation, mobile entertainment, and road safety, were included in modern automotive devices. But in a keynote speech of TARC Pavilion, Jamie Hsu (Consultant of Ministry of Economic Affairs of the Republic of the China) pointed out several threats and opportunities on the automotive industry, his words also echoed a notable quote by Yi-cheng Liu (Chairman of Taiwan Transportation Vehicle Manufacturers’ Association): “The automobile industry shouldn’t be monopolized by a company or its own industry. If this industry want to be grown up, it [the industry] should do more optimizations and transformations with the other related industries like IT and electronic.”

Although some participants like Renesas, Fujitsu, MiTAC, TomTom NV, and Agilent ever participated in Taipei IT Month, CeBIT, or Computex Taipei, but there were varied comments for participation on Computex 2008.

Computex 2008 will do a significant growth, of course. But we [Aglient] still consider to cooperate with Intel in a forum rather than showcasing in Computex.
We [the MiTAC Group] will appoint different sub-companies to participate in different trade shows by different industries. That’s why we showcase the same products in different shows by different sub-companies.

Renesas Technology, a participant of Computex 2007, won’t showcase in Computex 2008, but Fujitsu and TomTom both declared to participate in the 2008 Taipei IT Month.

Generally in the automobile industry, progressively conformed by the other industries, its success should depend on collaborations between different and similar industries because “not any company can do any monopoly in any industry” even though the automobile industry will become a “trillion industry” not only in Taiwan.

Nigerian anti-corruption officials arrest former governor James Ibori

Nigerian police arrested former Delta State governor James Ibori Wednesday on charges of abuse of office, corruption, and money laundering.

According to a statement by Nigeria’s Economic and Financial Crimes Commission, Ibori was picked up at a private residence in the Asokoro District of Nigeria’s capital city, Abuja. Ibori was to be arraigned yesterday at the Federal High Court in Kaduna. He is facing a total of 103 charges.

James Ibori had been governor of Delta for the past eight years, until leaving office in May, 2007. Although he earned a modest US$25,000 per year as governor, he had reportedly accumulated more than $35 million in foreign accounts. Ibori’s UK assets have been frozen while the Metropolitan police investigate further. Should the money be deemed the proceeds of crime, it could be transferred back to the Nigerian government.

Nigerian President Umaru Yar’Adua was elected in May on a platform of battling corruption in the government. Since taking office, Yar’Adua has overseen the arrest of five other former governors on corruption offences. James Ibori had supported the president in his election bid.

Law enforcement officials and anti-corruption advocates in the UK and Nigeria have complained that the Nigerian attorney-general was interfering and slowing down investigations. The attorney-general, Michael Aondoakaa, has denied the allegations.

In a December, 2007 paper by the global corruption watchdog Transparency International, entitled Report on the Transparency International Global Corruption Barometer 2007, Nigeria was determined to have one of the highest rates of corruption, evaluated as a percentage of citizens reporting they paid a bribe to obtain a service.

Two Iraqi women, one pregnant, killed by US soldiers

Two women, one of them about to give birth, were shot dead by US forces as they rode in a car headed toward a maternity hospital in Samarra, 60 miles north of Baghdad, according to witnesses and Iraqi police Capt. Laith Mohammed.

Nabiha Nisaif Jassim, 35, and her 57-year-old cousin, Saliha Mohammed Hassan, were killed by the gunfire, according to the Associated Press. Jassim, a mother of two, was pregnant with her third child; doctors at a nearby hospital tried unsuccessfully to save the baby.

Khalid Nisaif Jassim told reporters that he was rushing his sister to the hospital for childbirth. “I was driving my car at full speed because I did not see any sign or warning from the Americans. It was not until they shot the two bullets that killed my sister and cousin that I stopped.

“God take revenge on the Americans and those who brought them here,” he added. “They have no regard for our lives.”

A US military statement released Friday disputed the account. “A local national sedan entered a clearly marked prohibited area near coalition troops at an observation post,” the statement read. “As the vehicle neared the troop location and failed to stop despite repeated visual and auditory signals, disabling shots were fired into the vehicle. The vehicle stopped, changed direction, and quickly departed the area.”

The e-mailed statement to the Associated Press also expressed regret for the loss of life, noting that “coalition forces go to great lengths to prevent them.”

The Washington Post reported that the women’s bodies were “wrapped in sheets and lying on stretchers outside the Samarra General Hospital before being taken to the morgue, while residents pointed to bullet holes on the windshield of a car and a pool of blood on the seat”.

The US military has increased the number of investigations into charges of misconduct against US troops, most notably following the alleged mass murder of as many as 24 civilians in the town of Haditha, west of Baghdad. Initially, 15 civilians and eight insurgents were reported dead in gunfire following a roadside bombing that killed a US Marine. Military spokesman Major-General William Caldwell said, “there are three or four (investigations) at least at this time” and that they are in “the first stages.”

Rotorua, New Zealand bans criminals from CBD

Rotorua has banned criminals with five or more dishonesty convictions from entering the Central Business District (CBD). The criminals will be issued with trespass notices banning them from the main streets of Rotorua.

Eleven out of twelve councillors, including the Rotorua mayor, supported the by-law along with support from the police.

Kevin Winters, Mayor of Rotorua, said “The ban also had the support of local businesses, who wanted an end to the thefts, assaults, shoplifting and other street crime on Rotorua streets. Crime was an issue in the area. Five strikes and you’re out.”

The trespass notice would ban the offenders from the CBD for three months, but would allow them to enter if they had appointments or emergencies.

They would have CCTV cameras operated by volunteers to catch offenders breaking the trespass notice.

However Bill Hodge, constitutional law expert, said “It’s the king’s highway and you’ve got a right to go down the king’s highway…so I don’t think they can treat you as a trespasser for going down the street.”

The councillors would review the impact of the legislation in three years time.

Rotorua already has legislation similar to this one acting at the Kuirau Park, Government Gardens and the Lakefront.
